PSA: Reporting vs Quoting

Too often one of the other mods or I get(s) a notification about a post that's been reported, but instead it's clear that it was meant to be quoted because the report reads as a reply.

This probably happens once or twice a week. While it's nice to see that it's not a mess that needs to be cleaned up, it's unnecessary.

It's not very difficult to figure out, and the buttons aren't side-by-side (other than on Android) so shouldn't be fat-fingered in the majority of cases, but to clarify:

The ! button = report
The " button = quote

! doesn't mean EMPHASIZE like the !! does on your iProduct.
